Ecolopark and Ecolopark Plus Parking Lot Terms of Use
When using the hourly parking facilities “Ecolopark” and “Ecolopark Plus” (hereinafter collectively referred to as “the Parking Facilities”) managed or operated by Ecolo City Co., Ltd. (hereinafter referred to as “the Company”), users must comply with the provisions of these Terms and Conditions.
However, if there are individual rules or posted notices at each parking lot that differ from these Terms and Conditions, the content of such posted notices shall take precedence.
Article 1 (Provision of Parking Spaces)
The purpose of the Parking Facilities is to provide paid spaces for short-term parking (at the rates posted within the facilities) and is not intended for the storage or management of vehicles.
Furthermore, the premises may not be used for any purpose other than parking automobiles.
Additionally, conducting business activities within the parking facilities without the Company’s written consent is prohibited.
Article 2 (Parking Duration)
The maximum parking duration shall be 48 hours from the time of entry (hereinafter referred to as the “Maximum Parking Duration”). Continuous parking exceeding 48 hours is not permitted.
However, this restriction does not apply if prior consent has been obtained from the Company or if a different time limit is posted within the parking lot.
Article 3 (Disclaimer)
The Company shall not be liable for any theft, loss, or damage to vehicles, their accessories, attachments, or cargo within the parking lot, except where such loss or damage is attributable to the Company’s fault.
Furthermore, the Company shall not be liable for any damages incurred by users of this parking lot due to the actions of other users or other persons, or due to vehicles, their accessories, or cargo present within the parking lot, or for any damages incurred within this parking lot arising from causes not attributable to the Company, including the following damages:
- Theft, loss, or damage to vehicles or their cargo within the parking lot.
- Injury, accidents, or damage to vehicles or other property within the parking lot.
- Damage to the vehicle body or other parts caused by failure to check the condition of the parking space during entry or exit.
- Damage caused by the user pressing the wrong parking space button or operational errors after payment.
- Damage to vehicles modified (e.g., muffler replacement) during use.
- Damage to vehicles equipped with aero parts (including standard equipment) during use.
- Damage caused by natural disasters, other reasons beyond the Company’s control, or force majeure (e.g., power outages).
- Compensation for waiting time until staff arrival.
Article 4 (Vehicles Permitted for Parking)
Only vehicles meeting the following criteria may be parked in this parking lot. Parking of any other vehicles is prohibited. However, some parking lots or spaces may have additional criteria beyond those listed below; in such cases, the on-site signage takes precedence.
- Vehicles permitted for parking must meet the following dimensions:
– Overall length: 5.0 m or less
– Overall width: 1.9 m or less
– Overall height: 2.1 m or less
– Weight: 2.5 tons or less
– Minimum ground clearance: 15 cm or more
(Compact cars: length 4.7 m or less, width 1.7 m or less; Light vehicles: length 3.4 m or less, width 1.5 m or less)
However, if separate on-site signage within the parking lot differs from the above, that signage takes precedence. - Even vehicles meeting the criteria in 1 cannot park if they fall under the following categories:
(1) Vehicles with a minimum ground clearance exceeding 25 cm, or vehicles whose shape may cause the vehicle entry recognition system to malfunction.
(2) Vehicles equipped with auto-leveling functions or similar features that cause the vehicle height to change.
(3) Vehicles equipped with aerodynamic parts or other features that may cause entry or exit problems by contacting the locking plate.
(4) Vehicles prohibited from driving on public roads, such as unregistered vehicles or vehicles with expired inspections.
(5) Vehicles where the license plate is covered or removed, making it difficult for the automatic license plate recognition system to read.
(6) Vehicles with changes to their registration details that have not undergone the required change registration procedures.
(7) Vehicles where identification is difficult, such as those with temporary registration.
(8) Vehicles with attached accessories that may cause damage to parking facilities, equipment, or other vehicles upon contact.
(9) Vehicles for special purposes, such as large special-purpose vehicles or construction special-purpose vehicles, that may damage parking facilities or equipment.
(10) Vehicles carrying dangerous goods, harmful pollutants, or other items that may compromise safety or hygiene, or items that cause foul odors or fluid leaks.
(11) Vehicles that cannot move under their own power due to flat tires or other reasons. - Notwithstanding the above, parking (use) by members or associates of organized crime groups, organized crime-related organizations, or other antisocial organizations is strictly prohibited.
- In addition to vehicles not meeting the criteria in 1 and 2, motorcycles, mopeds, bicycles, and small special-purpose vehicles are not permitted to park. However, this restriction does not apply if the parking lot specifically displays signage permitting such parking.
Article 5 (Parking Fees)
- Users must pay parking fees according to the posted rates and fee structure, based on the duration of parking.
- Parking time shall be calculated as follows:
(1) For lock-type or sensor-type parking spaces without lock plates: the time from entry into the parking space detected by the sensor until exit.
(2) For gate-type, mechanical, or tower-type parking facilities: the time from ticket issuance upon entering the parking facility until ticket collection upon exiting.
(3) For license plate recognition systems: the time from entry into the parking space detected by the authentication camera until exit. - Parking fees must be paid using the methods designated for each parking lot, such as the payment machines or payment terminals provided within the parking lot, or via online payment using a smartphone or similar device.
- Regardless of whether a lock plate, gate, or flapless system is installed, users must follow the designated payment procedures posted within each parking lot.
- At payment machines accepting cash, high-denomination banknotes such as ¥10,000, ¥5,000, and ¥2,000 cannot be used. Please prepare ¥1,000 banknotes or coins in advance for payment. (Some machines accept high-denomination banknotes.)
- If a parking ticket is lost, the user must pay a parking fee (up to ¥30,000) in order to exit. The specific amount varies by parking lot. Furthermore, if the Company confirms that the Maximum Parking Duration has been exceeded and the parking fee exceeds the above amount, the user must pay the full amount of such parking fee.
- Users must exit promptly after payment. If the vehicle does not completely exit, additional charges may continue to accrue.
Article 6 (Parking Method)
- Users shall park correctly within the center of the designated parking space lines. Parking outside the designated parking spaces is prohibited.
- When parking or stopping within the Parking Facilities, users shall apply the parking brake and promptly turn off the engine. However, this shall not apply where separate consent has been obtained from the Company.
- Users shall not park in parking spaces blocked by traffic cones, tape, or similar barriers. The Company shall not be liable for any damage to vehicles arising from parking in such blocked spaces.
Article 7 (Cases Where Change Is Unavailable or Receipts Cannot Be Issued)
- If a receipt cannot be issued due to a malfunction of the payment machine, users shall contact the emergency contact number posted on-site. A receipt will be issued at a later date.
- If payment is made when change is unavailable, the payment machine may issue a “deposit receipt” instead of dispensing change. If such a receipt is issued, or if a refund becomes necessary due to a malfunction of the payment machine, the Company will refund the amount at a later date. Users shall contact the emergency contact number posted on-site.
Article 8 (Prohibited Acts and Other Restrictions)
- Prohibition of Drunk Driving
Use of the Parking Facilities while driving under the influence of alcohol (including drugs or similar substances) is prohibited. - Duty of Safe Driving
When driving within the Parking Facilities, vehicles shall proceed slowly at a speed of 4 km/h or less and exercise due caution toward other vehicles and pedestrians. - Prohibition of Nuisance to Nearby Areas and Others
Idling engines, revving engines, playing audio at high volume, slamming doors, engaging in loud conversations at night, sleeping in vehicles, or engaging in other nuisance acts within the Parking Facilities are prohibited. Smoking within the Parking Facilities is also prohibited. - Prohibition of Unsanitary Acts
Littering within the Parking Facilities (including cigarette butts, empty cans, food containers, and magazines), public urination, or any other unsanitary acts are strictly prohibited. - Priority for Exiting Vehicles; Prohibition of Waiting to Enter
Exiting vehicles shall have priority. Users shall not wait to enter the Parking Facilities near the entrance or on adjacent roads, as such behavior may cause trouble. - Prohibition of Parking in Driveway Areas
If a vehicle enters the Parking Facilities due to a “Vacant” display caused by equipment malfunction and no parking space is available, users shall not park in the driveway area and must promptly exit the Parking Facilities. - Prohibition of Reversing After Ticket Issuance or Payment
After obtaining a parking ticket upon entry, or after completing payment upon exit, users shall not reverse their vehicles. Reversing a vehicle to turn around or to retrieve change or a receipt may cause the gate bar to descend. - Handling of Parking Tickets
Users shall handle parking tickets and passes with care and shall not bend them or bring them near magnets, as doing so may prevent entry or exit. - Prohibition of Parking in Monthly Contract Spaces
Spaces marked on the pavement or by signs as monthly parking are reserved exclusively for monthly contract holders, and general users are not permitted to park in such spaces. - Safety Precautions When Walking
Walking under gate bars or similar conduct is extremely dangerous and is strictly prohibited. - Prohibition of Unnecessary Actions Regarding Equipment and Facilities
Parking lot users and their associates (including passengers) shall not park in prohibited areas, enter restricted areas, or touch equipment or facilities except when necessary for payment operations. - Obligation to Report Damage to Equipment or Facilities
If any equipment or facilities are damaged, users shall promptly contact the emergency contact number posted within the Parking Facilities. - Obligation to Contact in Case of Trouble
If trouble occurs, users shall confirm the contents of these Terms and contact the emergency contact number.
The Company shall not be liable for any damage to vehicles caused by users forcibly entering or exiting the Parking Facilities based on their own judgment.
The Company shall also not be liable for any damages arising from waiting times at exit due to reasons not attributable to the Company. - Compliance with On-Site Signs and Notices
Users shall comply with the contents stated on warning signs and notices posted within the Parking Facilities. - Prevention of Customer Harassment
Users shall not make unreasonable demands toward the Company or engage in conduct that is socially unacceptable.
Such conduct includes assault, injury, threats, slander, defamation, insults, abusive language, violations of privacy, excessive demands without legitimate reason, or prolonged detention due to persistent complaints directed at the Company or its employees.
Article 9 (Illegal Parking)
If a user removes a vehicle from a parking space or moves it outside the Parking Facilities without paying the parking fee, parks in a location other than a designated parking space, or parks in a manner prohibited under these Terms and Conditions, such user shall pay the Company, in addition to any unpaid parking fees, liquidated damages in the amount of ¥50,000.
Furthermore, the Company may prohibit such user from using the Parking Facilities and other parking facilities managed or operated by the Company in the future.
In addition, for the purpose of preventing unauthorized parking, the Company may, if deemed necessary, post notices within the Parking Facilities containing necessary information regarding vehicles engaged in unauthorized parking.
Article 10 (Handling of Abandoned Vehicles)
- If a user parks a vehicle for more than forty-eight (48) hours without notifying the Company, the Company may request the retrieval of such vehicle by a deadline specified by the Company through notices posted within the Parking Facilities or by other means.
- In the case described in the preceding paragraph, if the user refuses to retrieve the vehicle, is unable to retrieve it, or if the user cannot be identified without fault on the part of the Company, the Company may notify the owner, etc. (meaning the owner and the user listed on the vehicle inspection certificate; the same shall apply hereinafter) or request retrieval by a specified deadline through notice or posting. In such case, the user shall be deemed to have waived all rights to the vehicle upon its delivery to the owner, etc., and shall not assert any claim for return or raise any objection against the Company.
- If the vehicle is not retrieved by the specified deadline despite the requests made under the preceding paragraphs, the Company may deem that the owner, etc. has refused retrieval.
- After the date specified pursuant to Paragraph 1 has passed, the Company shall not be liable for any damage arising in connection with the vehicle, except in cases caused by the Company’s willful misconduct or gross negligence.
- In the case described in Paragraph 1, the Company may inspect the vehicle (including its interior) to the extent necessary to identify the user or the owner, etc.
- In the case described in Paragraph 1, if necessary for the management of the Parking Facilities, the Company may relocate the vehicle to another location after giving prior notice by posting.
- If the owner, etc. refuses to retrieve the vehicle, is unable to retrieve it, or if the Company cannot identify the owner, etc. without fault on its part, and the vehicle is not retrieved within the specified period despite demand by notice or posting, the Company may, after three (3) months have elapsed from the date of such demand and after further notice, sell, dispose of, or otherwise handle the vehicle.
Article 11 (User Liability for Damages)
If a user violates these Terms and Conditions or any regulations posted within the Parking Facilities, or intentionally or negligently damages the facilities or equipment of the Parking Facilities, such user shall, in addition to the parking fees, compensate the Company for all damages incurred by the Company as a result thereof.
Such damages shall include investigation costs, notification costs, vehicle relocation costs, removal costs, attorney’s fees, and any other expenses incidental thereto incurred in responding to violations of these Terms and Conditions or unauthorized use.
Furthermore, if the Company is forced to suspend operation of all or part of the Parking Facilities as a result thereof, any loss of business profits arising therefrom shall also be included in such damages.
Article 12 (Handling of Image and Video Information)
Images and video footage captured within and around the Parking Facilities by video cameras or similar devices shall be used solely for the purposes of operation and management of the Parking Facilities, ensuring safety, preventing unauthorized parking, and cooperating with police and other authorities for crime prevention and investigation.
Such captured images and video footage shall not be disclosed or provided to users or any third party, except when deemed necessary by the Company for the above purposes, or when required by law.
Article 13 (Amendments to These Terms and Conditions)
The Company may amend these Terms and Conditions and any individual rules of the Parking Facilities without obtaining prior consent from users. The amended contents shall take effect upon notification by posting on the Company’s website or by any other method deemed appropriate by the Company, and such amendments shall become effective on the effective date posted on the Company’s website or the effective date specified in the applicable notification method used by the Company.

EcoloPark and EcoloPark Plus Parking Terms and Conditions (Ticket-Based Prepaid System)
When using the hourly parking facilities “EcoloPark” and “EcoloPark Plus” (hereinafter collectively referred to as the “Parking Facilities”) managed or operated by Ecolo City Co., Ltd. (hereinafter referred to as the “Company”), users must comply with these Terms and Conditions.
However, if there are individual rules or posted notices at a specific parking facility that differ from these Terms and Conditions, such individual rules or posted notices shall take precedence.
Article 1 (Provision of Parking Spaces)
The Parking Facilities are intended to provide paid parking spaces for short-term automobile parking at the rates posted within the facilities and are not intended for the storage or management of vehicles.
The Parking Facilities may not be used for any purpose other than parking automobiles.
Conducting business activities within the Parking Facilities without the Company’s prior written consent is strictly prohibited.
Article 2 (Parking Duration)
- The permitted parking duration at the Parking Facilities shall be from the time of entry until the expiration time stated on the ticket.
- Notwithstanding the expiration time stated on the ticket, users shall not park for more than forty-eight (48) hours from the time of entry.
- If parking will exceed forty-eight (48) hours from the time of entry, users shall contact the emergency contact number posted within the Parking Facilities in advance.
- Even if a vehicle exits the Parking Facilities within the validity period stated on the ticket, re-entry and parking may not be possible within such validity period due to full occupancy or other circumstances.
Article 3 (Disclaimer)
The Company shall not be liable for any theft, loss, or damage to vehicles, their accessories, attachments, or cargo within the Parking Facilities, except where such loss or damage is attributable to the Company’s fault.
Furthermore, the Company shall not be liable for any damages incurred by users arising from the acts of other users or third parties, vehicles within the Parking Facilities or their accessories or cargo, or any other causes not attributable to the Company occurring within the Parking Facilities, including but not limited to the following:
- Theft, loss, or damage to vehicles or their cargo within the Parking Facilities
- Injury, accidents, or damage to vehicles or other property within the Parking Facilities
- Damage caused by failure to check the condition of the parking space when entering or exiting
- Damage caused by pressing an incorrect parking space button or operational errors after payment
- Damage occurring during use to vehicles that have been modified (e.g., muffler replacement)
- Damage occurring during use to vehicles equipped with aerodynamic parts (including standard equipment)
- Damage caused by natural disasters, force majeure, or other causes not attributable to the Company (including power outages)
- Compensation for waiting time until staff arrival
Article 4 (Vehicles Permitted for Parking)
Only vehicles meeting the criteria set forth below may be parked in the Parking Facilities. Parking of any other vehicles is prohibited. Notwithstanding the foregoing, if separate criteria are posted within a specific Parking Facility or parking space, such posted criteria shall take precedence.
(1) Permitted Vehicle Dimensions
Vehicles permitted for parking must meet the following dimensions:
- Overall length: 5.0 m or less
- Overall width: 1.9 m or less
- Overall height: 2.1 m or less
- Weight: 2.5 tons or less
- Minimum ground clearance: 15 cm or more
Small passenger vehicles must meet the following dimensions:
- Overall length: 4.7 m or less
- Overall width: 1.7 m or less
Light vehicles must meet the following dimensions:
- Overall length: 3.4 m or less
- Overall width: 1.5 m or less
Notwithstanding the above, if different criteria are posted within the Parking Facilities, such posted criteria shall take precedence.
(2) Vehicles Not Permitted
Even if a vehicle meets the criteria set forth above, the following vehicles may not be parked:
(a) Vehicles with a ground clearance exceeding 25 cm or vehicles with shapes that may prevent the vehicle detection system from operating properly
(b) Vehicles equipped with automatic leveling systems or other mechanisms that change the vehicle height
(c) Vehicles equipped with aerodynamic parts or other modifications that may obstruct entry or exit
(d) Unregistered vehicles or vehicles prohibited from operating on public roads, including vehicles with expired inspections
(e) Vehicles whose license plates are covered or removed, making it difficult for the automatic license plate recognition system to read them
(f) Vehicles whose vehicle registration details have been changed but the registration procedures have not been completed
(g) Vehicles under temporary registration or vehicles whose ownership is difficult to identify
(h) Vehicles with accessories or attachments that may cause damage to parking facilities, equipment, or other vehicles upon contact
(i) Special-purpose vehicles such as large special vehicles or construction vehicles that may damage parking facilities or equipment
(j) Vehicles carrying hazardous materials, harmful pollutants, or items that may compromise safety or hygiene, or items that may cause foul odors or liquid leakage
(k) Vehicles that cannot move under their own power due to flat tires or other mechanical problems
(3) Restrictions on Use
Notwithstanding the above, parking (use) by members of organized crime groups, organizations affiliated with such groups, or other antisocial organizations may be refused.
(4) Other Vehicles Not Permitted
In addition to vehicles that do not meet the criteria set forth in paragraphs (1) and (2), motorcycles, mopeds, bicycles, and small special vehicles may not be parked. However, this restriction shall not apply where a notice permitting such parking is posted within the Parking Facilities.
Article 5 (Parking Fees)
- The Parking Facilities operate on a ticket-based prepaid system.
- After entering the Parking Facilities, users must promptly purchase a parking ticket corresponding to the intended parking duration in accordance with the rates and fee structure posted within the Parking Facilities, and place the ticket inside the vehicle so that the expiration time is clearly visible from outside through the front windshield.
- Parking fees must be paid using the payment methods designated at each Parking Facility, such as payment machines installed within the Parking Facilities or online payment via smartphone or other devices.
- Vehicles may not remain parked beyond the expiration time stated on the parking ticket. Before the expiration time, users must purchase an additional ticket and place it inside the vehicle.
- If a parking ticket is lost, refunds, reissuance of the ticket, or cancellation after issuance will not be provided.
- Payment machines accepting cash do not accept high-denomination bills (¥10,000, ¥5,000, ¥2,000). Users must prepare ¥1,000 bills or coins in advance (some machines may accept high-denomination bills).
- If the parking duration is within the expiration time stated on the parking ticket, no procedures are required when exiting the Parking Facilities.
- If the parking duration exceeds the expiration time stated on the parking ticket at the time of exit, users must follow the procedures posted within the Parking Facilities and purchase an additional ticket corresponding to the excess parking time.
Article 6 (Parking Method)
- Users must park their vehicles properly within the center of the designated parking space and within the marked parking lines. Parking outside designated parking spaces is prohibited.
- When parking or stopping within the Parking Facilities, users must apply the parking brake and promptly stop the engine. Notwithstanding the foregoing, this shall not apply where the Company has given separate approval.
- Parking in spaces blocked by cones, tape, or similar barriers is prohibited. The Company shall not be liable for any damage to vehicles or other losses incurred as a result of parking in such spaces.
- If the parking duration is within the expiration time stated on the parking ticket, no procedures are required when exiting the Parking Facilities.
- If the parking duration exceeds the expiration time stated on the parking ticket, users must, upon exiting, follow the procedures posted within the Parking Facilities and purchase an additional ticket corresponding to the excess parking time in order to pay the applicable parking fee.
Article 7 (No Change Available / Failure to Issue Receipts)
- If a parking ticket or receipt cannot be issued due to a malfunction of the equipment, users must contact the emergency number posted within the Parking Facilities. A receipt will be issued at a later date.
- If payment is made when change is unavailable, the payment machine may issue a “deposit slip” instead of providing change. If such a slip is issued, or if a refund becomes necessary due to equipment malfunction, the Company shall refund the applicable amount at a later date. Users must contact the emergency number posted within the Parking Facilities.
Article 8 (Prohibited Acts)
Users are prohibited from engaging in the following acts:
- Driving under the influence of alcohol, drugs, or similar substances
- Driving within the Parking Facilities at a speed exceeding 4 km/h or failing to exercise due caution toward other vehicles and pedestrians
- Causing disturbances to nearby residents or other users through idling, revving engines, playing audio at high volume, violently opening or closing doors, loud conversations at night, or staying overnight in vehicles. Smoking within the Parking Facilities is also prohibited
- Unsanitary acts such as littering (including cigarette butts, cans, food containers, or magazines) or public urination
- Waiting to enter the Parking Facilities on adjacent roads or at the entrance, thereby obstructing traffic. Vehicles exiting the Parking Facilities shall have priority
- Parking on driving lanes or outside designated parking spaces when no vacant parking spaces are available
- Parking in spaces designated for monthly contract users
- Parking in or entering restricted areas, or touching equipment or facilities except as necessary for payment or normal use
- Failing to promptly report damage to parking equipment or facilities to the emergency contact number posted within the Parking Facilities
- Forcing entry to or exit from the Parking Facilities during trouble situations or failing to contact the emergency number posted on-site
- Failing to comply with the instructions shown on signs or notices within the Parking Facilities
- Making unreasonable demands to the Company or engaging in conduct that is socially unacceptable, including but not limited to assault, threats, defamation, insults, abusive language, invasion of privacy, excessive or unreasonable demands, or persistent complaints that unreasonably detain the Company or its employees
Article 9 (Unauthorized Parking)
If a user engages in unauthorized parking (including unauthorized entry, exit, or parking), the user shall pay the Company ¥50,000 as damages in addition to any unpaid parking fees. The Company may also prohibit the user from using this Parking Facility and other parking facilities operated or managed by the Company in the future. In addition, for the purpose of preventing unauthorized parking, the Company may display necessary notices regarding the unauthorized vehicle within the Parking Facility if deemed necessary.
The following parking methods shall be deemed “Unauthorized Parking”:
- Parking a vehicle that does not comply with the requirements set forth in “4. Vehicles Eligible for Parking”
- Parking in violation of “6. Parking Method,” such as parking beyond the parking space lines
- Parking across multiple parking spaces
- Parking on driving lanes within the Parking Facility
- Parking for more than 48 hours from entry without prior notice
- Parking without displaying a ticket in a manner that allows its validity period to be confirmed from outside the windshield, or otherwise parking without proof of ticket purchase
- Exiting or attempting to exit without paying the parking fee after the parking time has exceeded the validity period stated on the ticket
- When the vehicle number stated on the ticket differs from the vehicle registration number (license plate number)
- Repeatedly making payment without exiting the Parking Facility after settlement
Article 10 (Handling of Abandoned Vehicles)
- If a Vehicle is parked for more than 48 hours without prior notice to the Company, the Company may request retrieval of such Vehicle by a deadline specified by the Company through notice or posting within the Parking Facility.
- In the event that the user refuses or is unable to retrieve the Vehicle, or if the Company is unable to identify the user without fault on its part, the Company may notify the owner of the Vehicle (meaning the owner and user stated in the vehicle inspection certificate; the same shall apply hereinafter) or post a notice requesting retrieval by a specified deadline. In such case, the user shall be deemed to have waived all rights to the Vehicle upon delivery to the owner or other relevant party and shall raise no objection or claim against the Company.
- If the Vehicle is not retrieved by the specified deadline despite the requests made under the preceding paragraphs, the Company may deem that the owner or user has refused retrieval.
- After the date specified pursuant to Paragraph 1 has passed, the Company shall not be liable for any damage incurred to the Vehicle, except in cases of the Company’s willful misconduct or gross negligence.
- For the purposes of identifying the user or owner, the Company may inspect the Vehicle, including its interior, to the extent reasonably necessary.
- Where continued storage of the Vehicle interferes with the management or operation of the Parking Facility, the Company may relocate the Vehicle to another location after providing prior notice by posting.
- If the owner refuses or is unable to retrieve the Vehicle, or if the Company cannot identify the owner without fault on its part, and the Vehicle is not retrieved within the specified deadline despite demand by notice or posting, the Company may, after three (3) months have passed from the date of such demand and after providing further notice, sell, dispose of, or otherwise handle the Vehicle at its discretion.
Article 11 (User Liability for Damages)
If a user violates these Terms and Conditions or any rules posted within the Parking Facility, or intentionally or negligently damages parking facilities or equipment, the user shall compensate the Company for all damages incurred thereby, in addition to the applicable parking fees.
Such damages shall include, but are not limited to, investigation costs, notification costs, vehicle relocation costs, removal costs, attorney fees, and other related expenses incurred in connection with violations of these Terms and Conditions or unauthorized use.
If, as a result, the Company is forced to suspend operation of all or part of the Parking Facility, the damages shall also include any resulting loss of business profits.
Article 12 (Handling of Image and Video Information)
Images and video footage captured within or around the Parking Facility by video cameras or similar devices shall be used solely for the purposes of operational management of the Parking Facility, ensuring safety, preventing unauthorized parking, and cooperating with police or other authorities in crime prevention or investigations. Such images and video footage shall not be disclosed or provided to users or other third parties, except where required by law or where the Company deems it necessary for the above purposes.
Article 13 (Amendment of These Terms and Conditions)
The Company may amend these Terms and Conditions and any rules applicable to the Parking Facility without prior approval from users. Amendments shall be announced by posting on the Company’s website or by any other method deemed appropriate by the Company, and shall take effect upon such announcement.
In such cases, the amendments shall take effect from the effective date specified on the Company’s website or the effective date indicated in the notice provided by the Company.

EcoloCity Bicycle and Motorcycle Parking Terms and Conditions
When using the hourly bicycle and motorcycle parking facilities (hereinafter referred to as the “Parking Facility”) managed or operated by Ecolo City Co., Ltd. (hereinafter referred to as the “Company”), users must comply with these Terms and Conditions.
However, if there are individual rules or posted notices at a specific parking facility that differ from these Terms and Conditions, such individual rules or posted notices shall take precedence.
Article 1 (Provision of Parking Spaces)
The Parking Facility is intended to provide paid parking spaces for short-term bicycle or motorcycle parking at the rates posted within the facility and is not intended for the storage or management of bicycles, mopeds, or motorcycles (hereinafter referred to as “Vehicles”).
The Parking Facility may not be used for any purpose other than parking Vehicles.
Conducting business activities within the Parking Facility without the Company’s prior written consent is strictly prohibited.
Article 2 (Parking Duration)
- The maximum parking duration for bicycle parking facilities shall be 120 hours from the time of entry.
- The maximum parking duration for motorcycle parking facilities shall be 48 hours from the time of entry
(each hereinafter referred to as the “Maximum Parking Duration”). - Continuous parking exceeding the Maximum Parking Duration is prohibited.
Notwithstanding the foregoing, this restriction shall not apply if:
- (a) prior approval has been obtained from the Company; or
- (b) a different time limit is posted within the Parking Facility.
Article 3 (Disclaimer)
The Company shall not be liable for any theft, loss, or damage to Vehicles, their accessories, attachments, or cargo within the Parking Facility, except where such loss or damage is attributable to the Company’s fault.
Furthermore, the Company shall not be liable for any damages incurred by users arising from causes not attributable to the Company, including but not limited to the following:
- Theft, loss, or damage to Vehicles or their cargo within the Parking Facility
- Injury, accidents, or damage to Vehicles or other property within the Parking Facility
- Damage caused by failure to check the condition of the parking space during entry or exit
- Damage caused by pressing an incorrect parking space button or operational errors after payment
- Damage to modified Vehicles (e.g., muffler replacement) during use
- Damage to Vehicles equipped with aerodynamic parts (including standard equipment)
- Damage caused by natural disasters, force majeure, or events beyond the Company’s control (including power outages)
- Compensation for waiting time until staff arrival
Article 4 (Vehicles Permitted for Parking)
- Only Vehicles meeting the criteria set forth below may be parked in the Parking Facility. Parking of any other Vehicles is prohibited.
- Notwithstanding the foregoing, if separate criteria are posted within a specific Parking Facility or parking space, such posted criteria shall take precedence.
(1) Permitted Vehicle Dimensions
(a) Bicycle Parking Facilities
- Tire width: 55 mm or less
- Vehicle weight: 30 kg or less
- Overall length: 1,900 mm or less
- Overall width: 600 mm or less
(b) Motorcycle Parking Facilities
- Overall length: 2,000 mm or less
- Overall width: 1,000 mm or less
(2) Vehicles Not Permitted
Even if a Vehicle meets the criteria in the preceding paragraph, the following Vehicles may not be parked:
(a) Bicycle Parking Facilities
- Bicycles with training wheels, step-on bicycles, foot-powered bicycles, tricycles, kick scooters, or bicycles without a registered anti-theft sticker
- Motorcycles or mopeds
(b) Motorcycle Parking Facilities
- Unregistered Vehicles or Vehicles prohibited from operating on public roads
- Vehicles with covered or removed license plates or temporary registration
- Vehicles whose ownership is difficult to identify
(c) Common Provisions
- Vehicles that cannot be locked or may interfere with vehicle detection systems
- Vehicles that are significantly modified or damaged
- Vehicles carrying hazardous materials, harmful pollutants, or items that may compromise safety or hygiene
- Vehicles that interfere with the management or operation of the Parking Facility
- Vehicles with attached accessories that may damage facilities, equipment, other Vehicles, or users
Article 5 (Parking Fees)
- Users must pay parking fees in accordance with the rates and fee structure posted within the Parking Facility.
- Parking time shall be calculated as follows:
・(a) For lock-type or sensor-type facilities: from entry detected by the sensor to exit
・(b) For gate-type, mechanical, or tower-type facilities: from ticket issuance upon entry to ticket collection upon exit - Parking fees must be paid using the payment methods designated at each Parking Facility.
- Payment machines accepting cash do not accept high-denomination bills (¥10,000, ¥5,000, ¥2,000). Users must prepare ¥1,000 bills or coins in advance (some machines may accept high-denomination bills).
- If a parking ticket is lost, the user must pay a parking fee of up to ¥30,000 to exit. If the actual parking fee exceeds this amount due to exceeding the Maximum Parking Duration, the full parking fee shall be paid.
- Users must exit promptly after payment. Failure to exit completely may result in continued charges.
Article 6 (Parking Method)
- Users must park Vehicles properly within designated parking spaces.
- Vehicles must be locked after parking.
- Parking in spaces blocked by cones, tape, or similar barriers is prohibited. The Company shall not be liable for any damage incurred in such cases.
- Bicycles must be fully inserted into racks, and motorcycles must remain within the designated parking space.
- If locking mechanisms fail or cannot be released after payment, users must not forcibly move the Vehicle and must contact the emergency number posted on-site.
Article 7 (No Change Available / Failure to Issue Receipts)
- If a receipt cannot be issued due to machine malfunction, users must contact the emergency number posted on-site.
- If change is unavailable and a receipt slip is issued, or if a refund is required due to malfunction, the Company shall issue a refund at a later date upon contact.
Article 8 (Prohibited Acts)
Users are prohibited from engaging in the following acts:
- Driving under the influence of alcohol or drugs
- Riding Vehicles within the Parking Facility
- Disturbing nearby residents through noise, idling, or similar acts
- Unsanitary acts such as littering or public urination
- Parking in driveways or non-designated areas
- Reversing after obtaining a ticket or after payment
- Mishandling parking tickets
- Parking in monthly contract spaces without authorization
- Unauthorized contact with equipment or facilities
- Failing to report damage to equipment or facilities
- Forcing entry or exit during trouble situations
- Failing to comply with posted signs or notices
- Customer harassment or abusive conduct
Article 9 (Unauthorized Parking)
If a user engages in unauthorized parking, including failure to pay fees or parking in prohibited locations, the user shall pay the Company ¥50,000 as damages in addition to unpaid parking fees. The Company may also prohibit future use of its parking facilities.
Article 10 (Handling of Abandoned Vehicles)
- If a bicycle is parked for more than 120 hours, or if a motorized bicycle or motorcycle is parked for more than 48 hours, without prior notice to the Company, the Company may request retrieval of such Vehicle by a deadline specified by the Company through notice or posting within the Parking Facility.
- In the event that the user refuses or is unable to retrieve the Vehicle, or if the Company is unable to identify the user without fault on its part, the Company may notify the owner of the Vehicle or post a notice requesting retrieval by a specified deadline. In such case, the user shall be deemed to have waived all rights to the Vehicle upon delivery to the owner or other relevant party and shall raise no objection or claim against the Company.
- If the Vehicle is not retrieved by the specified deadline despite the requests made under the preceding paragraphs, the Company may deem that the owner or user has refused retrieval.
- After the date specified pursuant to Paragraph 1 has passed, the Company shall not be liable for any damage incurred to the Vehicle, except in cases of the Company’s willful misconduct or gross negligence.
- For the purposes of identifying the user or owner, the Company may inspect the Vehicle, including its interior and cargo, to the extent reasonably necessary.
- Where continued storage of the Vehicle interferes with management or operation of the Parking Facility, the Company may relocate the Vehicle to another location after providing prior notice by posting.
- If the owner or user refuses or is unable to retrieve the Vehicle, or if the Company cannot identify such person without fault on its part, and retrieval does not occur within three (3) months after demand by notice or posting, the Company may, after providing further notice, sell, dispose of, or otherwise handle the Vehicle at its discretion.
Article 11 (User Liability for Damages)
Users who violate these Terms and Conditions or damage facilities or equipment shall compensate the Company for all resulting damages, including investigation costs, relocation costs, removal costs, attorney fees, and loss of business profits.
Article 12 (Handling of Image and Video Information)
Images and video footage captured within or around the Parking Facility shall be used solely for operational management, safety, prevention of unauthorized parking, and cooperation with law enforcement, and shall not be disclosed except as required by law or deemed necessary by the Company.

The Company may amend these Terms and Conditions without prior approval from users. Amendments shall take effect upon posting on the Company’s website or other appropriate notice.
